Port Moody, surrounding the head of Burrard Inlet, was first inhabited by Coast Salish First Nations communities with villages and seasonal camps established around the inlet. Following the 1858 Fraser River Gold Rush, in 1859, a trail was cleared from New Westminster to Burrard Inlet, allowing military supplies and personnel to reach New Westminster from the north, in case of an attack on the town from the south. A town started to develop around the inlet, encouraged by land grants.

Around 1879, the Canadian Pacific Railway announced Port Moody as the western terminus of the new transcontinental railway. The first train arrived in 1886. Eventually the end of the track shifted to Vancouver and the community grew less rapidly than expected. A cedar sawmill was built in 1905 and had 125 employees, five of whom were Japanese Canadian. Port Moody was incorporated as a city in 1913 and was primarily a mill town.
