Sullivan (previously Johnstonʼs Settlement), is an area of Surrey that was pre-empted in 1866 by non-Indigenous settler James Johnston. Around 1902, the Sullivan and Hiland Lumber Company mill was built. In 1906, the Surrey Shingle Manufacturing Company was established and built a four-story complex, including a mill, offices, bunkhouses for workers, and barns. In the earky 1900s, Sullivan became a station on the BC Electric Railway's interurban passenger train.

The Japanese Canadian families in Sullivan all lived on Bose Road, Rural Route No. 4, a common farming road, originally located in the New Westminster Land District. Some of the families operated farms, while other individuals worked for the local logging companies.
